In
India there has been increase in students enrolling for distance
learning courses. The need for distance education courses has been
due to non availability of (a) time (b) money or (c) flexibility
/ mobility to attend regular University Courses. Open Universities
in India provide the facility of distance education to people who
are unable to pursue regular courses. These universities offer undergraduate,
post graduate and doctoral programme. They also offer diploma and
certificate level courses.
Distance
Education Council is an organisation responsible for the promotion
and coordination of the open university and distance education system
and for determination of its standards in India. The Council was
constituted under the Indira Gandhi National Open University Act
(1985). See the List

most popular distance learning programmes are usually the normal
graduation degree (BA, BSc,
BCom and BBA),
MCA, MBA,
B Ed and post graduation in psychology.The
central open universities in India provide distance education to
people who are unable to do regular courses. Distance education
is offered in undergraduate, graduate, post graduate and doctoral
programme. Apart from Open Universities there are distance education
universities in most of the Indian states. An Assessment and
Accreditation system will be in place for all open universities
of India by January 2009. This new system will work on the lines
of the National Assessment and Accreditation
Council (NAAC), which assesses and accredits conventional colleges
and universities.
There
are 14 Open Universities in India at present- 1 national and 13
state open universities. They have educational centers in various
states of India.

Chavan Maharashtra Open University (YCMOU) in Maharashtra and Netaji
Subash Open University (NSOU) in West Bengal have performed well
over the years. Andhra Pradesh (Dr BR Ambedkar Open University,
BRAOU), Maharastra (YCMOU), Madhya Pradesh (MP Bhoj Open University)and
West Bengal(NSOU) have registered large enrolments. Tamil Nadu Open
University (TNOU) has been active in areas like Livelihood Education
benefiting the poor and rural communities. Open Universities in
Rajasthan (Vardhaman Mahaveer Open University or VMOU, Gujrat (Dr
Babasaheb Ambedkar Open University or BAOU, Karnataka (Karnataka
State Open University or KSOU and Uttar Pradesh (UP Rajarshi Tandon
Open University or UPRTOR) have not grown much along expected lines.
The
DEC has been extending financial support to the Distance Education
institutions in the country for a host of activities such as improving
the infrastructure, promoting academic quality staff development
and training etc. However, the dominant feeling among SOUs is that
the DEC must be made an autonomous body without being tied to the
apron strings of IGNOU. In this way there will be no role conflict
and at the same time, a more balanced development of the Open Distance
Learning system in the country can be assured.
